Season 9 Kits and Kit Mods Problem

I recently completed a mission that gave my Cmdr. Tactical character a Mk 6 kit and kit mod, but the tolltips say I need to be Captain and won't allow me to equip them despite the fact that Cmdr. rank characters can equip Mk 6 gear. Since I haven't encountered this problem with odd Mk kits and Kit Mods, I think the problem is that they're being treated like a kit/kit mod of the next Mk up.
