BOFF's still being unassigned on zone transfers

Several times during map transfers, the bridge officers / doffs / traits / tray settings are being unassigned and / or cleared.

I'm not sure if it is related to the ship saved loadout's or not, but it continues neverless.

This is across all account characters and not limited to one character.
