Really, any of the races can be a pirate, and any KDF-faction ship can be a pirate ship.
It's very common for disgraced Klingon commanders to take their raiders and become Privateers in an attempt to reclaim what little honor they can. The other races aren't always mercenaries, but it's even more common with them.
Alien race, you could be anything --- you can re-create most of the standard races, for example a rogue 'human' kdf 'pirate'.
Depends on what you call a pirate. More of a privateer, here? You would be aligned with kdf or feds, regardless, due to game restrictions. I guess you could be an unaligned rom, but that limits play a lot. So presumably its your private ship (whatever you can afford, and here an alien lockbox ship makes a ton of sense...) and you are operating on behalf of your faction (again, kdf makes most sense) so basically you can raid any enemy of the KDF as on their behalf and they offer limited protection / toleration of you so long as you do not raid allies. This idea follows the golden era of piracy where england/france/dutch/etc all were at war off and on with each other and took captains under their protection if they would harass ships under the enemy flag(s) and leave their allied country alone.

Only most influential (High Council) houses can afford to own their private ships, and I highly doubt they would allow disgraced commander to just take expensive piece of military hardware. Hegh'bat is far cheaper solution, and there's always new young officers ready to prove themselves.
However, if entire House gets dishonored and exiled (Torg), then yes, they would most likely become pirates/mercs - at least those that survive the purge as other Houses move in for a territory grab/honor gain for destroying traitors of the Empire.
I have a pirate character, with crew full of all the salty dogs you can find - mostly Nausicaans, Letheans and Orions although you can find every kind of marauders on board.
He is a Nausicaan and commands a Guramba. It's just came natural for me to have a pirate char that is Nausicaan and I wanted him to fly an authentic Nausicaan ship. Arrrgh! :P

Hmm, this might make good reasoning for my Ferasan commander to pilot her Galor that I got in a lockbox the other day. Got a MU Somraw Raptor, and a MU Voquv Carrier too, on different characters.

All my Klingons are decorated Generals for their achievments during the service for the Empire! True, honorable Klingon warriors. My Ferasan fits the profile as well.
Can't say the same about my Orion and Nausicaan. Just can't look at their faces and say honorable career KDF soldiers with a straight face. :P
But I love both of them. My Orion is probably my most advanced char. (in terms of character creation) I ever made and my Nausicaan is a pirate and I love him for that. Yoo hooo hoo!

Yeah, my Orion female science officer is a Carrer KDF officer. But she does have her own harem of male Boffs.

My point being, there are plenty of examples of enemy ships being captured, salvaged, and used on missions of varying durations, both in Star Trek and in the real world, by military entities. If you're so inclined, it shouldn't be too difficult to justify your use of a "foreign" ship in your own personal headcanon.

Nausicaan for the black market contacts and either a Breen ship (both of them do the trick) or a fleet Scourge as ride. The additional Sci abilty is perfect to slot a tractor beam.
Pretty much a must have for any serious pirate or bounty hunter !
Orions may have an interesting livestyle, but somehow their available ships are not that good in avoiding unfavourable combat situations.

I love klingon but (i don't know why) i do not see them in pirates role... but i know some klingons (duras sisters ) are not very honorable ...:)

My Klingon is still a career soldier. I've even honored the ceasefire from the latest FE by not hunting Feds in Ker'rat.
