I'd recommend Orion Slavers, you don't have to build any new ships to get them like Interceptors, they do great damage, and they steal stuff in PVE, not alot, if they weren't great without the stealing they wouldn't be worth it, but they are, they do great damage, so the stealing is nice gravy.
Photon torpedoes, disruptor arrays, quantum mines, crew draining (decreases hull healing), plus they steal stuff in PVE.
Still if your using a the Feklrhi carrier whose name I forget, I'd go with one set of Fer'jal frigates and one hangar Slavers.
Elite swarmers do the most energy weapon damage but have terrible hull
Elite scorpians do the most damage when shields are not involved
Yellowstone TRIBBLE warp plasma...decent for pvp
It's either the type 8 shuttle or the delta flyer that spam tractor beam.

Elite swarmer is not quite right there. They don't do the most energy dps, just most spike dmg. The most energy dps is elite widows, with their beam arrays faw. Elite scorps can outdps elite widows, but only on unshielded and slow single targets, aka borg stf. Swarmer's survivability problem doesn't come from its hull hp, it's because they go in close, and get caught in core breach every time. Bind it to spacebar and mash away.
Looking at the ones you listed, the ones I use are the Elite Scorpions and Elite Ferjai. The Elite Scorps have heavy plasma torps that do well, and the elite frigates are fantastic. They are very durable (will NOT die to FAW) and throw out a variety or torps and beams, and have some great abilities to boot. If you fly a Kar'Fi, then I strongly recommend the elite frigates.

I own every carrier in game (not "almost"). And no, elite bug don't parse the highest dps, not by a long shot. Many fighters out dps it. Fighter category, as a whole, outdps frigs.
Elite bug pet is underwhelming for something that used to require bug ship. Even in term of spike, Elite Ferjas with its heavy tricobalt III and dual ap crf III outspike elite bug. These are parsed many times by many people.

Actually, if you jump off your ASSumption Wagon for a second, you'd realize the Elite Interceptors still have plenty of utility in PVE as well as PVP. The same usefulness in pinning, slowing targets is as useful in PVE as they are in PVP. They'll do these things so you nor your teammates don't have to worry about equipping such CC BOFF abilities. 2 full hangars worth spitting out 12 Elite Interceptors is alot of control, alot of pinning, alot of slowdowns, and keeping targets in place.
They're not the most heavily armed but they move and turn so quickly that their weapons are always presented, firing away.
They're also, easily, hands down the fastest hangar units in the game, and you can dispatch them in quick order to carry out anything... whether to quickly move in and engage a target at a long distance, or send them to escort a target and get there ASAP.
They're better in PVP than in PVE, but the CC they do and in the sheer numbers they do it in is alot of usefulness. They're fast, responsive, and easily replaced.

Have you ever considered that someone wants utility over pure DPS? It's common knowledge that interceptors aren't the highest DPS hangar pet in the game but it doesn't mean the are useless. They are just as useful as Yellowstones. You can't underestimate the handiness of free CC. Or are you one of those "Tac BFAW Scim or GTFO n00b LOL" kind of players where your personal DPS is the only thing that matters? Consider all uses for something, you may be surprised at how effective some things are.
