As some sick "30 day rule" another topic about same bug not fixed for two years (that rule probably work in bug section of forum just to hide how long Cryptic doesn't fix bugs in basic game systems).

Mute/Unmute options are completely unreliable. Sometimes they work, most of the time they don't. Muting one players causes another one to get unmuted and vice versa. I wasn't able to pinpoint any kind of pattern.
As such, and kind of channel moderation is a complete pain in the back. Unless the channel is set to private people have no reliable way of keeping unwanted people out. Kicking doesn't work, as it doesn't permit player from joining the channel again.
Many channels were forced to go private because of this, which in turn resulted in an overall drop in userbase. Others that are public often suffer from troll invasions and similar types of problems.

Well for starters the rule applies to all forums not just the bug section
Secondly, it's more prominent on channels with over 1000 people in it. It's been noticed and confirmed as a bug many times over, the problem that arose was testing wise on their shard they don't have channels THAT huge to try to fix. Some have found however that creating a new channel removes this bug.

I don't want to openly post specific channel names nor usernames, but if Cryptic is willing to look into this further then I can provide more specific information via PM to a dev, assuming that would help.
On a sidenote, the 30-day rule should really be lifted from the bug reports section of the forums. I mean, people post useful information regarding persisting bugs, Cryptic of course does nothing about it, so people bump the threads only for them to be closed. How exactly creating numerous threads about a long-time persisting issue helps if each and every time people have to reference the previous threads/posts? It creates a bigger mess than necro-ing a single older thread...
It's an MMO, with a more than lacking chat system we should at least have other options than "kick" and "perma mute" for channels...

I mean, it's the admins' problem, which are definitely a minority. The fact that custom channels may very well end up like another Zone, with trolls and spammers, is no concern of Cryptic.
I mean, seriously, who would care about some admin functions when they could send the system guy to program do some new OP goodies for the next lock box, or some other dinosaurs with freaking lasers.

And of course Cryptic won't admit such bug exist in Patch Notes' Known Issues - it's bad marketing. Sweep it under the carpet and pretend the problem doesn't exist. It's like they do with most of their major bugs.
Heck, they didn't even post a Patch Note that the S8 memory leak issue has been supposedly fixed...They barely even acknowledged it existed in the first place.

ii. Promoting them in the channel to un-mute themselves

Try the following (not necessarily in that order):
Mute another player who's either not active anymore, is someone else's alt, or generally won't be "missed" when muted.
Try unmuting the players you want to unmute.
Refresh.
If that didn't help, try muting another unnecessary/temporary account.
Repeat the unmute/refresh attempt.
Play around with these player's mutes/unmutes in different order.
I wasn't able to find any logical pattern, but such attempts of muting and unmuting OTHER accounts at random helped us with all the mutes/unmutes we've needed to deal with, eventually getting it to a state we've wanted to keep it. It's a pain in the back, especially since sometimes the mutes tend to come back by themselves (not sure why, my guess is that something within the registered user list changed - someone left, someone else joined etc.).

There are currently no members that are muted, but the channel is affected.

"EliteSTF" there are currently 2 mute-bugged users (channel-members: 4,166). Somehow I was able to unmute 3 other mute-bugged members before server-maintenance (have you fixed a bug that allowed me to unmute members?).
There are still more people that were mute-bugged on the channel, but they gave-up and left.
If Star Trek Online was an Open-Source (GPL) Game, we would have a low-grind fork.
