When Starfleet first encountered the Borg, one cube vs and entire fleet was rational. They were a new and more advanced enemy with different motivations from the usual enemies. Over time, though, it was the Federation/Klingons/Romulans who adapted to them, and the Borg were not able to adapt to that reality. The Borg are yesterday's villain. They are not the threat they once were, not so much because they changed, but because we did.
Because they have been rewritten to be a generic villian, that's what I'm talking about. The original concept did not intend technology to be a way to overcome them. Borg wil adapt to what they face, it doesn't matter what kind of technology one develops, it will be assimilated/adapted to and become useless. FC and especially VOY neutered a unique and dread inducing concept to generic popcorn villians who for some weird plot reasons lose their abilities from time to time, "forget" adaptation, really forget anything in their lust for blood... erm brains... erm people ("people" were of no interest to them, originally) etc. They gave them a "home" and a "queen", things that were not needed, and only because the filmmakers considered the concept to complex and boring for a wide audience. It's really a pity.

I still vote for Obisek being assimilated and then liberating himself with BADASSNESS. I would literally pay 5000 ZEN for the privilege of playing that mission. Obisek is cool.
Liberating Dontra would breath some much needed life into the Romulan Republic and force a Revamp on the 2 KA STF missions.
Assimilating Sulu will make the Character relevant again and later possibly lead to his Liberation.
A rewright of the KA missions could see us facing off against Dontra in Space like we do now except that the end of that mission has the I.R.W. Valdore explodes we get a pop up message from our Science officer about detecting multiple transport signatures beaming down to the surface.
The ground portion of the KA mission could be reworked to play out more like the original KA Ground mission but with the change that we are trying to gain access to the final boss room to take out the Borg and Tosk and also to disable and extract Dontra.
They were the #1 fan fav baddy in the TNG series. But, personally I think people associate the Borg with society and their individuality. A common theme prevalent in society is to assimilate everything and strip you of your individuality. To get you to think in a 'hive-mind' for the 'greater good'. Fighting the Borg is fighting the oppressive chains that society casts on us. Nobody wants to be another zombie and one should relish in their individuality.

The Borg arc is done. It should have been done ages ago. TOS's Klingon arc (as such) ended with The Undiscovered Country.
