I was getting kills with a fresh VA with a Tetryon build that cost a couple million ec (I went with [acc]x2 [crtd] guns and xii blue damage consoles). Rep tier zero, Salonae set, blue doffs, Tovan, Veril, Satra on the roster. Seriously, if you're whining about gear being a barrier you have no idea what you're talking about.
And the OP has yet to address the fact that even with a "level playing field" of stripped out gear, noobs will still be destroyed. New players will run beams and slot cannon scatter volley, or use the wrong weapons/console combinations, or run gravity well without anything spec'ed into grav gen.
Ignorance is what kills these players. I think everyone here will say that game mechanics aren't taught or well documented, thus the need to learn from experienced players. And again, if someone fails to do the work, it's not the community's fault.
What needs to happen is a ranking system, which has been suggested over and over again.

If PvP needs explaining then I guess we don't need a basic queue.

Queues are extremely more populated in S9, effect has been the contrary. Sorry to break your PvE hero dreams.

PvP is a continuous challenge, you're fighting people with a mind instead of NPCs. Some people think they're cool at popping IA controlled enemies and fall back when it comes to real players.
3. Whats wrong with having a basic PvP Q, would hurt the normal PvP.

If they don't start it's because they are scared of losing. There's nothing wrong with PvP apart the elite player base that, in my opinion, dominate. And this can be applied to any multiplayer game. If someone does 102 kills - 7 deaths in BF4 and you can't deal with him, is he bad for being good at it? Come on.
5. Its insane to expect people to grind up gear just to try PvP.
It's completely normal to have to grind to get the very best gear for multiplayer. I had to go through Speed Points farming in NFSR to buy cars and upgrade them to max, countless matches on BF4 servers to grind high-end unlocks. I don't expect to be treated with gloves or a red carpet and pretend to have all the stuff from the beginning "because it's not fair bwaaaaaaa".
6. When the game first came out PvP was much funnier, many old timers miss the glory days of PvP.
Can't say anything about it, wasn't there. But looking at how your rant topic goes you weren't good at it even then.
7. PVP is broken going back to the basics would give us a non broken solution, and give the DEVs more time to fix normal PVP.

2. I don't care if anyone PvPs. However, rewards and a ranking system would probably go a long way.
3. Your basic queue idea doesn't solve any problems. It'll just be a new way for people who have knowledge to destroy those who lack knowledge. It wouldn't hurt PvP, it's just unnecessary.
4. There are many solutions to attempt to get people to PvP. PvP Bootcamp, Tyler Durden, I even suggested a new PvPvE zone a few months back. But I really think it's a pointless endeavor. There's no good way for a dev to pitch doing PvP content; too few play PvP to reward any investment.
5. Is it insane to expect people to grind out gear to run Elite STFs? While you don't need the gear, it certainly helps make things easier (the gear is an absolute crutch for a new player in PvE btw).
6. Things change. There's nothing stopping veterans from making their own private matches which cuts out as much gear as possible.
7. Again, there's nothing stopping you, yes YOU, from creating a community of players to queue up for old-timey PvP matches. And there will never be any serious effort to fix PvP, it will never happen, get over it. Just accept the small changes they make from season to season and you'll be fine.
