Bio-molecular photon mines not applying Biomolecular Incubation debuff

Tested this on quite a few different things, they just do the normal mine damage and don't apply the debuff.

    That's curious. My targets show the Mine icon...after six seconds they take the damage. I haven't checked with a player to see if they notice the slow, but everything is noticing the Rad damage.

    edit: It doesn't show the same debuff icon as the torps do (and I guess the energy weapons) mind you.
