I heard people saying that it is impossible to allow KDF visit K7, simply because the K7 is a snapshot, and thus impossible to do.
To be honest, Cryptic had done something like that -- in fact, the did it in Champions Online.
In CO, time moved forward by gating each instance, and the hub entry (which in the case of CO, a plane) depends not just on levels, but on the progression of your character.
For example: at the beginning, you can only explore the main HUB, and a "feature episode" version of Canada. Once you defeat that mission, you will automatically transport to the expanded Canada where the FE's time period is over; from the hub world, you will only access the new Canada, and not the FE version of Canada.
Gradually, more other "instance" world open up, includign the desert, Underwater cities, and even a New-Orlean like city, as the story progress, but player will not see the menu buttons and thus prevent lower levels to access it they are always preceed by an FE version of the instance, which look drastically different from the standard version, and player will only be granted access to these FE versions until they finished the mission..
In short, what they can do in K7 is that, pre FE, KDF cannot enter. After FE, a new button (to replace the old one) will allow KDF access K7.
TL; DR: Cryptic, you have the technology to allowed story-progression based instance entry. Put it into STO.
Actually, the reason thus far has been that the KDF and FED were are war... For the very same reason FED couldn visit Ganalda station, hence it would not have made sense to let them in, in the first place.
Granted, once you've completed the Surface Tension mission, the reason kinda goes away... We aren't quite at peace, but we aren't really at war either.

Getting access to the opposite faction's social areas should be based on Diplomacy and Marauding level. Tier 3 might open up K7, but Tier 4 will open up ESD. While the Federation and Klingon Empire is no longer at war, that doesn't mean Starfleet and KDF Officers have free reign to go wherever they want. If I was a member of the Japanese Special Defense Force, then I couldn't just walk into some American Base unless I had business and authorization to be there.

I like this idea! And, in STO itself, they have done something similar with the new Romulan sub-faction
Any word if/when we can team up cross faction yet? That would really be cool.
Being able to visit alternate faction bases would be nice too, maybe as the op suggested or perhaps as part of a diplomatic immunity bonus?

Simpler solution, just form the inevitable Fed/KDF/RR alliance, and let everyone just be the same faction.
And if everything is heading to a major enemy threat vs. the rest of us, I'd be fine with being able to fly my awesome T5 Fed ship purchases on my Romulans, and hell why not the KDF and vice versa too.

Yeah, I've always though that diplomacy/marauding should allow you to visit the opposing hub. I mean it already allows you to enter their home sector block, why not the home systems?

Starbase K7 and Ganalda Space Station were made exclusively for the Feds and KDF. Drozana station, found in the same sector, was designed as a meeting place. K7 is fine as it currently stands.
Simpler solution, just form the inevitable Fed/KDF/RR alliance, and let everyone just be the same faction.
And if everything is heading to a major enemy threat vs. the rest of us, I'd be fine with being able to fly my awesome T5 Fed ship purchases on my Romulans, and hell why not the KDF and vice versa too.
Just be aware that if there was an actual alliance then all maraudering and military Doff missions againstt your own allies would need to be eliminated. Naturally that cuts off a major source of contraband for the KDF. It would also eliminate prisoner missions as well. The exception would be Intelligence Leak missions since allies can still spy on each other.
