Cannot Complete Promotion Mission [See post #13 for a workaround]

I looked over the forum and have not seen anything about this.
Someone was complaining about it last night in ESD. I just got one of my characters to 40 and I am now dealing with the same issue. As usually, I acquired the promotion mission and went to talk to Quinn. It completed that step and then told me to go to the shipyard. Problem is once there, nothing happens. I talked to everyone there, jumped around all over it, and even dove off the mezzanine to try and trigger it to move forward.
Nothing.
Not a huge deal as I have C Store ships I can use, but it is a little annoying that I cannot complete the mission. I can only imagine how many others might run into this issue.
If anyone knows of a workaround, please let me know.

Perhaps you are not talking to the ship requisitions officer in order to select the ship you need to buy with your promotion token. Make sure you talk with him, filter the ship according to your promotion rank and then buy it with the token.
You need to actually buy the ship with the token, even if you already have some better ships to choose from, either by paying with ZEN or already unlocked if already own another one in other chars in your account.
Previously, you could complete the promo mission without buying the ship - A slight change there.

From the transporter room, turn left, till you see the two security guards standing by a large opening to your left.
Go into that opening and turn left, come around the hallway, and then there will be an office to your right.
Admiral Quinn is in there, I believe sitting at the desk.
first i was promoted to LC so i do the mission but after purchase my ship nothing happens with the mission and stil stay in my to do missions
second i was than promoted with the same character as C but i dont find the mission (there is no mission from admiral )so i cant buy a ship for Commanders
what must i do

before s9 you must go to the admiral and then to the shipyard and the mission ends after taking a new ship
but after s9 i go to the admirals office and then i go to the shipyard for my ship and the mission stays open and now i promoted to commander but i dont see the mission by the admiral
so i dont know how
Unable to complete Starfleet promotion mission
After talking to Admiral Quinn, I cannot complete the promotion mission, because it requires me to visit the shipyard and Ship Requisitions in the old Earth Spacedock. Furthermore, Admiral Quinn's text has not been updated and still says the following:
Speak to Lt. Laurel to requisition a new starship. You can reach Ship Requisitions by using the turbolift in the Shipyard.
Gold Members: You've earned a retraining token that you can use to change the distribution of your skill points. Visit Lt. Commander Okret in the center of the station if you wish to retrain.

We've tracked this issue down and are making a fix. The work around right now is if you speak to Lt. Laurel and purchase the free ship you get from the promotion mission, it will complete the promotion mission.
BTW - don't know who added the following to the post above:
But AFTER 4/22/14 (IE when STO Season 9 went live), the above instruction on how to access where to go no longer apply (LT. Laurel is just in the open shipyard area which no longer requires the player to zone through a turbolift door; and Cmdr. Okret is no longer in the 'center' of the station, as that old 'center' area layout no longer exists on the newly revamp ESD; so you guys may want to update the info your support people are providing because even the original post this info appeared in was made AFTER the STO S9 launch.

nice to see this problem gets an answer from the devs, what about the problem with the controllers? What about the problem with the featured fleet projects not showing? Is there no fix coming to them?
