Zone Chat missing and Battery Bug

I search the Forum but don't find that Bug.
Since the Launch of Season 9 my Zone and Local Chat are gone. On every Map (STFs, ESD, Drozana, Academy, Space, Sectors etc.) I can't read Zone or Local Chat because I didn't show up in my Chat Window. I checked the Chat options and they both selected there. So I try to reselect and then reselect them and the Problem is still there. I try to make new Chat Tabs with them it's not working. I delete all Chat Tabs and make new ones sadly no Zone and Local chat for me. All other Chats I use like STO German, Red Alert etc. works still fine on all Maps.
I don't know what too do.
And me and some Fleetmate have the issue that after nearly every map change one or all Ship Battery's are kicked out of the skill bar and in the Inventory the got kicked from there place and get in the middle of free Inventory space. That is really annoying.
