New character unable to spawn 3 turrets

I've posted this to reddit as well:
So for the longest time I've had a fed trill eng, and I had the purple armory doff so that I could have a 20% chance to spawn 3 turrets, which has worked to my advantage many times, a friend has a romulan eng and he got the same setup as me, and he can spawn 3, but my new Reman can only spawn 2.
I have bought a 2nd purple doff thinking that may have been the issue, and he still spawns just 2.. Quantum mortars spawns 3 fine with a purple explosivedoff.
I've also tested multiple kits, I used a romulan kit from the embassy, as well as a generic mk x purple kit from exchange..
Any idea on what might be wrong?
