That indeed is the very concept behind Universals, yes. For example, you can have a Jem'Hadar Dreadnought Carrier that is unsinkable, but that ship is also extremely popular with the 20k DPS crowd. Load it with Romulan Plasma beams, the Romulan Singularity Harness set, +Plasma shield emitters from the Embassy, and Vulnerability Locators, and you have a ship that can plough through anything in its path before the targets have any chance to react.
That is why you don't gamble. Instead, you need to sell the keys for Energy Credits. Keys usually will average about 1.7 million, but I have sold some for 2.5 million on occasion. So they are great money. As for buying ships, here is the arithmetic.
* The Tal Shiar Adapted Battle Cruiser costs 800 Lobi.
* With 4 Lobi per box opened, 800 Lobi is 200 keys.
* Keys cost 125 Zen each.
* 200 keys is the equal to 180 or $250, which is the cost of a Lifetime Subscription.
* So your Tal Shiar Adapted Battle Cruiser just cost you a Lifetime Subscription.
* Now you look on the Exchange, where you find the Tal Shiar Adapted Battle Cruiser is 100 million.
* Depending on the day, 50-53 keys sold will get you that 100 million, with some left over for duty officers.
* Your Tal Shiar Adapted Battle Cruiser just cost you 48 or $66.25.
Moral of the story? Always go the keys to EC route.
Or I can just keep playing the game the same way I have since lockboxes came out, and be a little realistic(my joined trill flies a Federation built cruiser), and not spend any more money on this game(since I purchased a lot of c-store stuff before I got my LTS, and now I'm gonna milk my 500 zen a month.) It doesn't make my character any less able to do endgame(so far)

It would be nice to have as many t5 ships on the kdf. And as many costumes. And bug fixes on kdf specific bugs that take less then 3 years... Like not having access to nebulas or costume slots locked/bugged.

TBH, it is not really necessary to have CDR Uni slot. I think it would be more feasible to have a LCDR and Ensign Uni slot and continue to tie the CDR to the ship type.
You know what else would be nice, a Star Trek themed game that has multiple UNIQUE factions.
Not this Star Trek game where where you whiners can just take all the unique items away from a faction* and still cry for more, until those interested in non federation game play get fed up and quit.

I think the answer is that we won't see a lot of all uni ships (anything other than the BOPs means people can buy one ship and use it for anything; I can *almost* tank in my BOP, and for dps and sci it is already fine).
Methinks cryptic does not want people to buy 1 ship to do everything.
Having just the one top slot be uni, we might see more of that, though I suspect ltcmdr slot uni will be more common.
Personally, what seems realistic would be either
- more ships with different cmdr/ltcmdr slots (and, honestly, this would be cmdr for the ship type (eng for cruiser, tac for escort, sci for sci, etc) and ltcmdr being (tac for anything but cmdr tac ships, sci on those).
- or unit ltcmdr so the player is still forced to use the fixed cmdr but has a decent abiltiy to customize.
You own this. You have to recognize that this is all about you. The good news is you can control this.
Deconstruct these feelings. The first thing you need to do is require more of yourself.Quit worrying about what your sister has, what your neighbors have, what cars your friends drive. Instead, get up every single day and focus on the things that you are thankful for. Focus on the gifts that you've been given. Focus on the talents you have, the people in your life, the opportunities that are before you. Spend enough time thinking about it every day, so that it outweighs the amount of time you spend thinking about the negatives.
You may be creating a problem out of perception. Do you really have problems? If you're healthy, if your children are healthy, if you're not dealing with a horrible situation that really is a problem, take notice. Dr. Phil's father used to tell him, "Pay attention, because every once in a while God just taps you on the head to get your attention, and if you don't catch it the first time, He might thump ya. And if you don't catch that, then He might just slap you on the top of your head." The point being: You don't want anything to happen in your life that provides a contrast that gives you a wake-up call.
You thought your way into this, now think your way out of it. You choose your thoughts, you think the thoughts that you choose, and that is how you got these feelings of envy. The choices you've made have gotten you into this situation, so make new choices. Change your thoughts, change the values that you're embracing and the beliefs that you're holding near and dear. A magic wand is not going to fix this. Make some different thought patterns that will really begin to challenge what you've been telling yourself.
We can work it through Federation players, with our help and support you can be envy free, then we can build a better game for all factions :P

So I'd imagine a ship with a universal Commander station would have to be defined in other ways and have a unique concept.
My guess would be something like:
Science Ship or Carrier. 6 Sci Console slots, 2 Tac, 2 Eng.
