That's a job for the judiciary, not the legislature...
Look, based on my reading of the way the UFP's federal government works (which I admit I could be wrong about), it's basically like the United States. In which case, the military (i.e. Starfleet) is part of the executive branch, not the legislative branch. Which puts it in Okeg's overall purview. And even if it was a civilian matter it would still be in his purview because the equivalent of the Dept. of Justice is under his control, and therefore he has the power to order an investigation whereby his underlings can bring charges.

With the Klingons, at least, there was the matter of the Captains being "known", and being able to throw around the weight of their reputations. In fact, I'd think that sending someone whose career was purely diplomatic to deal with the Klingons would end significantly worse than sending someone who served in the 'Fleet, as they would have much less respect for the desk jockey than any officer.
As Spock said in The Undiscovered Country, "Only Nixon could go to China". It was Kirk's reputation with the Klingons that made it emotionally meaningful to them that he was involved in the peace process. If they had just sent young Curzon Dax (a diplomat) by himself, the Klingons would have regarded him as a nobody.
