So I summited my issues like I was told to do here.
http://sto-forum.perfectworld.com/showthread.php?t=1065791
First submitted issue:
Cannot add duty officer to active duty.
When I attempt to add a duty officer with
Cylaz Yteenut
Fabrication Engineer
(Ground) Chance to beam in an additional Support Drone.
I get this message:
You cannot equip more than 1 items of that category.
I have cleared my ground duty roster and I still get the message.
He is federation aligned, well I assume so because he has the little federation symbol in the upper right corner of his profile image.
I can still add 5 Duty Officers to active ground. I was deleting a lot duty officers recently. Is it possible to delete an officer on active duty? Maybe that has something to do with it.

What does this even mean? Not even an acknowledgment of my issue. How is this supposed to help?
Second summited issue:
When I try to change my Romulan character's outfit to a Romulan Republic or the KDF Romulan outfit I am being charged 550 zen for Councilor Trois Uniform. I did not have this problem with my other Romulan characters. I remade this character and had the same result.
Response:
Hello,
Thank you for contacting us about this issue. Whenever you attempt to change a part of a set uniform or outfit. The tailor might ask charge you in ZEN since it is not part of the default of set of the outfit or uniform.
Some options might be free for characters belonging to a certain species or faction, but might require payment in Energy credits and sometimes ZEN for it to be unlocked.

Yes, because the following is due to me not knowing how to change a costume:
http://i1306.photobucket.com/albums/s571/vallden/STO_zps689907af.png
Flotilla Republic Romulan 1 (Fig. 1.a) is a free costume (Fig. 1.c).
I can apply it to my character (Fig. 1.b)
If I select the costume (Fig. 2.a) it is marked as available (Fig. 2.b)
Although marked as available, I am charged when trying to select it (Fig. 2.c)
Using the same costume (Fig. 3.a)
Applied to my character (Fig. 3.b)
Mouse over a new hair cut (Fig. 3.c) and I am being charged (Fig. 3.d)
The charge is for Councilor Trois Uniform (Fig. 4.a)
How is this not a bug? Or is a Romulan uniform supposed to be associated with a Federation uniform? If I buy Trois uniform will that allow me to wear the free outfit? Why I am being charged to change the hair style while wearing this outfit when I can apply it for free?
Me wearing the outfit that I don't know how to use:

If I try to change the color or remove anything I will be charged.
So now what do I do? Tell me who or where this should be reported.
