Romulan Department Head Missions will not show up for other captains

Today i was doing my daily asylum missions and on my FED-Rom captain i found "Asylum on Saurian Homeworld" in his Operations Department head which is a Federation Alliance mission. I bridge invited characters (FED not FED-Rom) and none of them could see the mission through my department head. I even tried switching to a federation ship with an actual operation contact and that did not work. Only Rom to Rom can see department head missions even though these missions are not exclusive to Romulan. This is definitely a bug.

Reproduction steps:

1. I logged into my Federation-Romulan character, Jack Bauer
2. I am in Alpha Centauri Space
3. I went to visit my starship bridge
4. Aforementioned, I bridge invited the characters over
5. Those characters tried to access the mission through my Operations Department Head via the "Contact Duty Officers" console to no avail
6. Then, I tried switching over to a Federation Starship (Escort Refit)
7. Repeated steps 3 through 5
8. The characters then tried to access the mission through the Operations Department Head on the Engineering Deck again to no avail.
9. I bridge invited Fed-Rom characters over
10. These characters (FED-Rom) were able to see the mission through my department head
