Borg would win however. The Cybermen weren't designed to be galactic conquers like the Daleks, they were simply meant to be humans* who had sacrificed their humanity for the sake of survival at all costs. Part of that survival was converting humans into Cybermen.
Basically while the odd planet was threatened by them, they were never a huge threat. Even in The Invasion they needed to render sixties/seventies/unit-dating-stupidity Earth's population unconscious to successfully conquer it.
I can't even remember them having teleport technology in the classic series. If I remember cyber technology was just slightly superior to the humans. In Star Trek they'd be able to take on the Dominion, but not the Borg.
*Since they were basically humans from Mondas.
As for the Assimilation comic, I get a really strong feeling they originally intended to use the Daleks. Probably didn't due to the Nation estate being their annoying.

First, let's start with the biological problems.
The Cybermen use a metallic compound that functions similar to a virus to convert organic tissue into synthetic.
It depends on whether Borg nanoprobes can counteract the effects of this compound or not, in terms of control implants.
But the one problem the Cybermen have that the Borg do not is their control is easier to resist.
On several occasions, there have been Cybermen who mentally resisted the conversion process, with the side effect that the process stopped when their mental strength took over.
You end up with a hybrid organism in this case, a organic with synthetic arms and legs.
Unlike the Borg however, the Cybermen specialize in unarmed combat and they're covered in heavy metal armor plates, so a Borg fighting hand to hand with a Cyberman would be at a distinct disadvantage.
And there are Cybermats, who will assist Cybermen in combat, usually by biting or chewing up their enemies.
Cybermats specialize in sneak attacks, moving through tight quarters and attacking from unexpected directions.
And Cybermats also possess the ability to corrode synthetic compounds, particularly metallic ones.
I'm guessing that wouldn't be very good if you're a Borg who is mostly metal.
