I noticed this skills is bugged when using the proton cannon of the science destroyer. Not entirely bugged, but sometimes when you activate the skill, the cooldown starts, but the skill doesnt not seem to be triggered.
Please cryptic, take a look at this. When it happens 2 or 3 times in a battle, its really frustrating.
BTW, dunno if this has something to do with the problem, but he ship is a KLINGON free (the one adquired in the episode) science destroyer.
Haven't had a problem with using cannon skills but I have had a problem with the HuD when using a cannon skill.
Cannon: Scatter Volley III in the tactical commander rank slot - when it's in cooldown during combat, the commander tac slot will rapidly disappear and reappear in the HuD on screen. (this is while I'm in tactical mode)
I think part of the problem is that when you switch to tactical mode the commander sci slot is removed completely from the HuD and when you go back into tactical mode it reappears and the commander tac slot is removed.
I wish it functioned the same way is does in the episode 'A Step between Stars'. In the episode when you are flying the Dyson Science Destroyer, both commander rank tac and sci abilities appear in the HuD on screen, but if your in tactical mode the commander sci ability will be grayed out and vice versa. This would make it easier to see when our commander rank science ability is recharged instead of guessing and coming out of tactical mode too soon putting the tactical mode ability into a 1 minute cooldown when we could have stayed in tactical mode a little longer.
Edit: This pertains to the 4th anniversary free Dyson Science Destroyer, same as the OP in the thread, though my problem has happened with the Federation version. Haven't tried it on a KDF or romulan version yet.
Yup, that will be better if you can see all the station skills and the one you cant use is just greyed. That will be smoother than the need to show / hide the whole skill. But well, cryptic is not used to do the things easier or practical, they just do it.

And also have my romulan toon with the romulan version.. but i dont use it since i hate the romulan version of the science destroyer.. lol.

It could just be a graphics related issue like some have been having with the voth AP weapons, as I will admit it can be visually hard to see at times when it is working.
Double check your combat log when the skill is activated to see if it is in fact recording any hits with it.
Thats what i thought, but no, there is no indication that the skill is actually working. I dont see anything on the combat log, and the target is not taking rapid cannon damage. Besides, since the proton canon is already too slow on the cooldown, i could notice clearly that the skill was not working.
I also noticed that sometimes, when the skill works, the interval between shots is really high, to the point sometimes i can only shot 2 barrages instead of 3 before the skill effects drops.
I haven't had any problems with my Romulan Sci Destroyer. I have cannon rapid fire III on her ship in the commander tactical slot and it seems to work fine whilst in combat mode. I haven't tried my KDF version yet.
I have noticed an interesting bug with the Romulan version though which I totally take advantage of. If you're in science mode and use the singularity core ability to increase weapon power, the cannons fire even though they are not deployed.

I would like to see if someone else have these problems with the klingon science destroyer (they should, since its clearly a bug). Honestly, my patience is getting to a limit where i dont know if im going to keep playing at this rate.
I had this problem what happened was I would do rapid fire and it would go one volley and then quit like autofire was broke.
The problem was it doesn't like the experimental beam I was using on the front being in the first/most left slot on forward section. So I moved it over next to the dyson proton cannon and problem stopped.
