Unable to specify who is bringing BOFFs on away missions

Is anyone else experiencing this issue?
When I run missions with another player on my team, I am unable to specify who is bringing BOFFs on an away mission.
The drop down box to select the player is there, but nothing changes when I click the selection. Its rather annoying when I can't bring all of my top level BOFFs on an away mission.
Anyone know a fix or a workaround?
