Tactical Fleet pulls me out of cloak (non-battlecloak) 90% of the time, but for some reason not always. Not sure if being pulled out of cloak is a bug or if the bug is when you don't get pulled out.
The Fleet abilities put you in combat (Tac, Eng, Sci) - so if you've got a standard cloak, it should drop you out of cloak. As it puts you into combat, it also drops you from full impulse if you're trying to zip over somewhere.

I don't think it's quite that simple. Iirc it only puts you into red alert if at least one player on the team is in red alert when the fleet ability gets activated, i.e. I don't think it puts you in red alert if nobody on the team is in red alert.

When I said "should", it's not a SHOULD...just an it's what it tends to do. Just wanted to point that out.
But thinking about what you've said there - that does tend to be the case...
Tanking is coming to STO. Because if the current system isn't working, try fixing it by piling other potentially unbalanced stuff (New SA, Mandatory Tanking) on top of it.
Many, if not all, of these such interacts that have been used lately are intentionally inserted into content in order to bring additional utility to a playstyle that has been sorely neglected in STO -- Tanking. The combination of a solid Tank that can pull and hold aggro, plus any other ship, makes these interacts a complete walk in the park.
The frustration being experienced by some players is perfectly normal, but it is more-or-less intentional. If you are being interrupted by attacks, then you must either shed aggro on your attacker (and a friendly Tank can do wonders to help with this), or destroy them. This is by design.

That there are complaints is more along the lines of the intended audience for the game...with the bar dropped so low, they don't understand why if they shoot at something it is going to shoot back. Somehow they don't make the connection. I like how Bort ended that...can see a little bit of Branflakes in it.

With them being on Tribble (and with Redshirt up), they likely won't go live until S9 hits.
