That's the thing, it wasn't much of a choice in PvE. You could not use tactical team and either invest heavy in -th, distribute shields and have enough shield resists to hit 60-75% resistance and constant heals to help OR you can use TT and keep spamming it and rely on passive heals evening it all out. When you weigh up the cost vs benefit it wasn't worth it unless you were going full on meat shield tank that does sweet FA on it's own.
It's rare that I run two copies of TT. Usually the only reason I'd have two copies of TT would be from the weapon loadout on the ship and there not really being anything else to slot other than another TT. So basically after they changed the stacking of weapon buffs, I started having 2x TT on some boats/builds. What this means is that depending on the build, I'd have another Team ability - whether ET or ST.
People choosing to forgo defensive/survival abilities/builds/etc...is a choice. All this is...is a bunch of kids wanting their cake with a slice of pie instead of having to choose between cake and pie.
Upgrading tac stations only increases dps of a ship, and since dps is already out of control, it would be a mistake. And here's why. I jumped into a cure space elite stf last night, and as usual, I expected a fairly enjoyable fight. Didn't get one. Instead, I got tossed into a group of dps nuts and the mission was over literally in about 5 minutes. I had split off to the left hand cube to hold off the ships there, and by the time I had finished off the second nanite probe, I had a barrage of fire all around me taking out the probes, negh'vars, and cube in about a minute. I panned my camera around, and the other 2 were already gone. Then the Borg carrier showed up, and it occurred to me just how broken the game is when it comes to dps. The carrier went down in mere seconds. Not even 10. This wasn't even remotely enjoyable. Where's the fun if the match is over before you even get started? So I say no to anymore ltcomm tac or universal station ships.
