Refracting Tetryons + BFAW

I've recently started playing with Refracting Tetryons from the Nukara rep and I think I've noticed a pattern as to why they feel so underpowered.
I am under the impression that the Refracting proc will not happen while BFAW is active.
I just ran an eSTF and the 2 beam arrays I have (one fore, one aft) never triggered a refraction during the entire 9 minute run. The key factor is that I had BFAW active the majority of the time I was firing.
So, it got me wondering if this is the cause of the issue and the reason why I feel like throwing them out. I so desperately want these to be worth the investment I made to get them.
