Can I get a DOFF that cancels out incoming weapon fire every 15 seconds? Because that's basically what this crutch does.

I have 5 toons I pvp with, and I only use it on one, and that was only a recent addition since I was able to expand my doff slots to 6. Even still, I'm considering removing it.

You know as well as I do there are multiple ways to get your EPtX chaining with very little work. Auxiliary to Battery comes to mind; which is what most of the people exploiting this duty officer use.

Science officers kill targets by dealing damage through damage over time abilities and through Science debuffs. This duty officer effectively removes a science officer's ability to do both...ever. If this duty officer exists, then science officers should get a duty officer that has a 40% chance to make their ships 100% immune to all damage while using Feedback Pulse. Sound overpowered? You are damn right such a duty officer would be overpowered. That is what this cleanse all debuffs duty officer combined with Aux2Bat or Aux2Damp essentially does to science vessels.
It isn't fun flying a science vessel when every Tactical Cruiser, Destroyer, Dreadnought, and Escort on the field can run a setup that makes them immune to anything your ship can use while they spit out 30,000 damage/second in your direction. Not to mention the 500,000 damage over 3 seconds vaper builds. Science has become more and more irrelevant these last few weeks as more and more players convert their ships to the science immunity setups I outlined earlier in this thread. Enough is enough. Auxiliary to Battery cooldown reduction, Auxiliary to Inertial Dampeners duration extension, Emergency Power to Engines 100% uptime double speed boost, and this Cleanse All Debuffs Warp Core Engineer all need a nerf. They are all over the top and they are making it impossible to run an effective science vessel anymore. The new secondary deflector that all science vessels will obtain is utterly pointless and useless.
From my point of view I can say that doffs like this are pretty much the main reasons why I don't care about PvP in STO. Too powerful, thus more or less must-have, thus ridiculously overprized.

Top this off with non-existing documentation, resulting in a lot of insider-knowledge, and you get - yeah, a mess.

That's just stupid. But are you sure it's cleansing go down fighting and not just last ditch effort actually? Both have separate gdf icons.

I don't think that's true. There are lot of misinformation out there. For example, GDF can be nuked but Mini insists that it can't. I later double checked with other Escort heroes, and they all say GDF can be nuked. Unless GDF shows up as a debuff among your icons, I doubt it will be cleansed. Similarly, the only icons that can't be nuked are the blue ones, everything else are subject to be nuked.
I have noticed both, sometimes it gets nuked off sometimes it doesn't.

I don't remember whether it's with Last Ditch Effort, without it, or both; but one/both of those causes Go Down Fighting to appear on the buff bar as a debuff rather than as a buff. I assume both of these versions are supposed to be appearing as a blue buff, but something got messed up with the changes during Legacy of Romulus. Consequently, Go Down Fighting is immune to Subnuke beam removal. However, it appears there is now a penalty to that bug as well.

I never heard of RCK complaining about Keel'el removing GDF. Why is this problem seem to affect some people but not others?
Similarly, my Keel'el proc almost 100% of the time but some people seem to have a "defective" Keel'el? Isn't that just odd? Could it be they are from different sources? I mean Keel'el could come from the Tal Shiar lock box directly and but some are recruited via the Tal Shiar Command Code, so my question, could that make a difference?

the very rare one procs all the time, every time... i'm not the only one to notice this.
Huh, wish mine did. Mine only seems to proc a little under 50% of the time...around...oh..40% or so.

in the bug report thread there is a video of it happening. the link is in a previous post of mine in this thread.
i also have made a video of same thing and still need to upload it.
it seems to be only happening after reset\re-spawn, though i think i have seen it happen in the middle of fights too. not yet proven though.
something that may be related is that sometimes gdf is an orange tag and other times it's yellow.

cleaned as a debuffs ,icon (after respawn) is a debuff/orange icon ,game is made by cryptic.....3 reasons that it works as a debuff.
