Skill tray bug is back

Now I was happy when I read that the skill tray bug was going to be "fixed" in the patch. It seemed like it was, no more random removal or adding of skills. However it was too good to be true as it has reappeared. I have had my "oh hell" Vesta three set shield and Breen set drain skill disappearing from my skill bar randomly.

I have tried saving layout and locking the skill bar, yet is still happens.

EDIT: I will add it is only affecting the character that I have both the Vesta set and the Breen set on. Therefore it might be some problem with these conflicting as they both add an extra skill above the normal ones. It hasn't affected my other characters yet.

Update: This is only happening, so far, when doing the Borg red alerts. This happens on entering and leaving. It has not happened anywhere else.

It is not fixed, it never was. I still have issues time by time, seeing skills that should not be there...
