Aves ship transformation incomplete bug?

Greetings. Just noticed something odd about the anniversary ships about their transformation animations between tactical and sci mode.
Maybe if a dev knows, as the title says is by any chance the Aves transformation animation buged and incomplete?
First, if I am assuming right, the transformation animation is based on what each mode does. The engines for the turn rate and flight speed changes, the cannons obviously if they they are on and off and the secondary deflector hides/unhides.
On the FED and KDF ships all 3 animations work, but on Aves, the romulan version, there is only the engines and cannons animation, no 3rd one that involves the secondary deflector.

Is this a bug or its intendend?
I am just asking since if its a bug its wasnt spotted so easy as the one with the nacelle from the fed version, wich was fixed real quick.
