ship load out system problems

Is anyone else having problems with the ship load out system NOT saving bridge officers load out positions?
Every time I switch ships my bridge offices do not auto populate there bridge positions even after multiply attempts to save the named ship load out.
It should be noted that the saved load out message does come up so I am doing that right.
Also I am using the Equip load out icon but the bridge officers still do not auto populate.
