Changing Ship Roster causes incorrect power tray references

This is a really old bug, one I've been seeing and helping friends identify for at least 1-2 years. One I was hoping would get incidentally fixed by the new loadout system, but it appears it's still here, and is made more relevant by the loadout system.

If you rename, remove, or add a ship to your ship roster, other ships in your roster (I have heard it may be any ship with a name occurring after the changed ship alphabetically, but never confirmed this) have their power trays mixed up with other ships. This includes things like weapons being set to autofire. With the loadout system, this also means that loadouts load completely incorrect boff power arrangements on the power tray if you made a change to your ship roster since saving the loadout.

This bug is exacerbated by the loadouts system and will probably cause some people to avoid using the system entirely, as it doesn't perform its function as advertised as soon as you add, remove, or rename a ship, and in order to work around the problem, you have to exhaustively re-make every loadout on every ship.

I suspect this problem is related to how power tray layouts and ships are linked. It appears as if power trays might be linked to a ship slot, instead of a specific ship, so as soon as the ordering of ships in the roster is changed in any way, things get shuffled around.

I know several people who have told me their solution to avoiding this problem is to never purchase a new ship again so their roster remains constant. This is not an ideal situation for health of the game, so I would think it is in Cryptic's best interest to correct this problem.
