Fleet Peghqu' cannot use fleet material

The fleet material can't be used on the fleet Pegh'qu- it's selectable in the list, but won't stick.
The animated portion of the nacelles appears to be to blame- they're clearly stuck on the veteral material while the rest of the ship is fleet, causing the costume change to revert.
