TOS Loose Uniform linked with Troi Uniform

I own the TOS Uniforms. When I try to change/alter my uniform at the tailor, I am charged 550 zen. I tried avoiding this by unchecking 'Show Unowned Costume Parts' and while I can select it and I am not charged...my neck disappears.
I put in a ticket (or 3) and did not receive a response, So I figured I was planning to purchase Zen anyways so I would wait until then to fix my costume.
I knew it would confirm my 'purchase' once I made the changes and since I already own the costume, it should not charge me (as it has in the past). When the confirmation window came up, it said I needed the 'Counselor Troi' costume.
Does this mean I have to purchase the 'Counselor Troi' costume set to use a costume I already own and have used in the past?!
I would rather spend this Zen on something else :mad:
