Generic Officers appearing on starship bridge despite sufficient Commissioned BOFFs

Since the release of Season 7, there has been a persistent bug that results in generic officers appearing on the in-game starship bridge despite having more than enough commissioned Bridge Officers to man all stations.
It appears to be serverwide, as many other people have reported similar situations.
I have observed that certain bridges such as the Galaxy pack bridges (Order, Justice, etc), tend to display this bug more often. The recent Origin Bridge seemed to have a higher chance of properly populating the bridge seats with commissioned Bridge Officers.
