the sto wiki is out of date and I was wondering if a mod or dev. or a player that knows everything there is to know can update it?

http://sto.gamepedia.com/Main_Page This one? Or the otherone. If it is the otherone, then that has been abandoned, and you should use this one. If it is this one you are saying about, then what part is out of date?

There was another wiki? I've been around for more than 2 years and I've never come across another STOwiki..

Supposedly STOwiki is under community control, and not Cryptic/PWE (Personally I am not buying it... Too positive).

As such, you should'n expect dev's to touch it, and generally YOU are the one updating STOWiki, so if you are asking someone else to do so, imagine what everyone else might be doing?
Don't look silly... Don't call it the "Z-Store/Zen Store"...
Let me put the rumors to rest: it's definitely still the C-Store (Cryptic Store) It just takes ZEN.

yes it is this one. the season 8.5 is not listed and the new accolades from the revamped missions are not posted.

They stated on the first wiki that they were migrating to another wiki. Then they migrated. Reason is probably due to website uphold cost. As for the first wiki: it is even more dead than The Vault shuttle PvE.

You can buy it or not, most of the active editors are known and verifiable players and none of them are devs, and the wiki contains approximately zero opinions.

I did a lot until last summer to try to keep it up to date, but here's the thing: There's a lot of people keeping it intentionally incorrect, either to inflate their edit count or to perpetuate their misconceptions. I had over 200 edits on the wiki, all but one of which were reverted to information that was either out of date or was never correct to begin with.

Look at the edit history for, among other things, the Type-8 shuttle, and see how many times an ensign boff that it never had has been added, removed, and reverted. Or a particular windmill I tilted at entirely too often: Gamma Orionis is not and never has been in the Delta or Gamma Quadrants, but the Beta Quadrant.

The wiki is a wiki. I have made quite a few updates since this summer. I've had some issues with people changing things when they A dont know what they are doing, B just are wrong. Nothing really malicious.

A lot of 8.5 stuff has been added to the wiki it just isn't under something called 8.5 update that i'm aware of.

I see a lot of people updating the missions and accolades. Feel free to contribute. As there is quite a bit of stuff that needs to be updated in that regard.

I've edited a couple pages before but I've never created new ones and I could never hope to keep up with all of the stuff that needs to be kept up to date.

It's a pretty useful site IMO. Its a great place to find information. Granted some of it can be wrong but a lot of it is correct. I suppose you could always ask in ESD but I doubt you will find people to be anymore accurate there. Even these very forums are covered with statements that are no longer true but people still cling to those beliefs.
