Rally Cry doffs/ assault squad office

I got the new squad leader kit from the spire and wanted to play around with a new build. So I looked on the exchange and found assault squad officers that are supposed to give 25% temp hit point at 8% chance per officer. I ran the ability in and out of combat 100 times and have not seen the UI increase my hit points. Is this a UI issue or are the doffs working. I only tried it out with the new squad leader kit from the spire. It has rally cry IV. Maybe the doff is only slotted for rally cry prior to this. Please investigate.
