Liberated Romulan BOFF and romulan uniforms

RR Fed ally captain. Since yesterday's patch I can't apply the upper part of the romulan republic 1 and 2 and the RR fed 1 and 2 uniforms to my liberated romulan bridge officer because the game is trying to charge me 550 zen for them. The uniforms work well with normal romulan faction bridge officers.
Further testing shows that liberated romulan boffs in the roster of a RR KDF ally do not have any problems, this seems to be limited to the RR Fed version.
