S'vet Romulan white security doff, not tac/sec

S'vet who is a common white Security Officer (not bound), does not appear to be tagged as a Tactical or Security officer for purposes of Fleet holding contribution.

He's the only white tac/sec I have in roster, but when i go to contribute him, it says I don't have any to give. Also, when I had others, he did not appear in contribution list.

    Can you use him for normal purposes? I know some of the starter doffs are a little weird, like Lo'nek the undegrindable Green.
