Having tried it against borg, I admit the cd is insanely ridiculus, meaning it only has a situtational uses.
Luck for me I have such a use.I'm using a Voq'ue for now, usually a fleet corsair, and sitting at 15km away from the enemy, lauch fighters, and firing the bioneural, and the odd attack pattern beta is funnily effective.
The bioneural helps take some of the heat off my fighters and vis versa so the survival of both grows more likely and I never have to get close enough to the action to take any damage.
This is obvious useless in PVP for most people. Special build maybe an exception.
It has a longer cd then my hangars! I'm curious as what consoles enhance, antiproton or tcicobalt.
The new tet heavy single cannon that can be fired from 12kms away could combo well with this, blast your enemies while well out of thier range.

Actually the cluster torp has 40% bleedthrough, not 80%. Only normal transphasic mines have 80% bleed.

I'd never got the BNW before. I gave it a few runs. I was less than impressed, to say the least. I was flat out disappointed, honestly. In local space the tool tip says 19000 damage when it hits. It was barely a TRIBBLE in the wind. Even on heavily damaged targets with low shields it was doing almost nothing. The reload time was shorter than a console, but still too long to really make use of. I also found the minimum firing distance a problem on many an occasion. If it were a TCD I'd have sucked it up and absorbed the backlash as long as I hit the target as I wanted. If it was any other weapon I'd be able to pop it off in the tightest of situations....
But it just turned out rather pointless. It was no help at all. If you're going to go heavy warhead, TCDs or even RomPlas are the way to go. RomPlas + 3 purple doffs is better, but rather suffers a bit of a minimum firing distance too (self imposed, for self preservation).
The only thing that makes these rewards interesting if those ships where to become available at Tier 5. At this point its useless as 99% of the playerbase is VA.
Oh yeah lets fly in Tier 2/3 ships and gimp ourselves! yay.
anyway most people already got both of these ships for freee once.
Truthfully, I hadn't. I almost paid for the BNW once, but went Plasmonic instead.
Another area where these ships are useful is levelling up alts. I've got a number of lower level ships unlocked (much more than I have end-game ships) because they are more fun to use on lower alt toons when they are beginning.
In that regard they're a very nice free gift from Cryptic. In another regard, they aren't useful because with all the grind Cryptic has shoe-horned into the game I'll never start another alt. There's just no way I want to go through all that grind, rep, etc, all over again. Hell you can't even get a borg mk X set like you used to with BNPs from the Omega store on DS9. That used to be the best set to use once you hit 45 and could start STFs. Now you have to level up just to get basic borg space gear. And the weapons stores are totally gone from omega rep as well.

I think both types of consoles boost it.
I've actually found it to be usable almost like a combat pet in situations with enemy fighters. Unlike the PDS consoles, it continues to fire it's PD until it explode or it's recharge timer expires. This is kinda interesting with the one Voth mission where you have to kill the Voth shuttles. I can use it to guard one of the points where the shuttles spawn and focus on the other point. (I usually do it in a Mogai though.)

personally I use it in place of my mine launcher as an aft launcher.

That doesn't work for me, since I fight my way in close, drop the mines right there so they don't have to travel, and escape for another run. I can't do that with BNW because it has a minimum firing distance.
It works, I can kill stuff without ever getting in range of thier counter attack, without taking any damage at all. But its not as quick, I only use it for contraband farming. It needs the cd cut down qnd for bridge officers powers like hy and ts to work on it ideally.
That's an absolutely terribad way to fly a carrier. If you never launched your pets at all you'd still do way more damage with just your 6 weapons and your sci skills than if you hold back 14k and let your pets do all the fighting.
It's one thing if you're grinding for contraband, etc... But if you actually join PvE queues and do that? For shame!

And yes your right, the main ship is more effective, but this allows me to fight battles and do other stuff, like reading about the upcoming game Age Of Wonders III and Pillars of Eternity, or keep up with progressive left wing politics, or having a snack or whatever. Plus I like to watch them just swarm stuff..
