VERY annoying bug on log in

Ok so when I first get into STO, log into a character, I get(and i have proven this with Fraps) 2 FPS when I log into a character for the first time when I log in, this 2 FPS last around a minute to 90 seconds until everything starts to run smooth again. But when i switch toons this does not happen again, so its only the first time logging into a toon each game session.
I saw this back when season 8 was still on tribble. Same thing happened there.
This has not happened before Season 8. I highly doubt that its my PC if it did not happen before season 8. So I have come to a conclusion that Season 8 has caused this bug.
Please fix this. Also if theres a way to fix this myself by modifying some things in game or in launcher please let me know.
