I've been doing a bit of build optimization lately and have been debating whether or not to replace Torpedo High Yield I with Torpedo Spread I.
I usually use High Yield because it allows me access to some of the "special" torpedo types, like when I'm using it with my Temporal Disruption Device, and a Heavy TDD has that cool rainbow aura effect and chance for spatial rupture. Same deal with the Omega Torpedo's Plasma Energy Bolt and the ability to shoot a three-round burst of Heavy Plasma Torps from the Romulan Hyper-Plasma launcher.
However I'm told that Torp Spread is ideal for overall damage in PVE (I don't play PVP much, if at all). And it's appealing now that I have a Dyson Gravimetric Photon Torp, since the idea of a torp spread that opens a huge mess of gravity rifts is quite appealing to me.
So I need some advice: Is the general DPS gain from using TSI with my torpedoes (I almost never use "generic" torps, for the record), or are the special heavy torps worth sticking with?
i prefer TS because of 2 reasons:
1) it deals only slightly less dmg than high yield and most high yield mods mean the torp becomes slower than a snail
2) spread torps can't miss, and they do AoE dmg in a small radius, but enemys in a grav well take multiple hits from EACH spread charge and considering that, i believe TS surpasses highyield by huge factor if there is more than 1 target at the same spot.
As always, it depends. What kind of ship do you fly, do you play in groups and what role do you want to play.
A cruiser captain with classical tank role in a group should take TS because it helps maintaining aggro on multiple targets and damage is less relevant. If you command an escort and need to get more damage out against a single target, HY might be better.
I myself rely on TS, flying the Excelsior Class and use Quantum Torpedos. But my experience with special types of torpedos is limited, since I mostly use Quantum or Plasma torpedos on all my chars.
Well I usually on any character have more than 1 tactical officer. I usually set one up for dealing with multiple enemies so one will have BFW, TS and cannon spread. The other one will have cannon rapid, High yield torp and probably beam overload, then ofcourse the 4th whatever I can train them up to.
Usually what I do.

On an escort, I usually insist on both. On a beam boat space whale, if I bother equipping a torpedo launcher at all, I don't waste any BO abilities on it.
On my cruisers where I only have that choice. I usually take the spread. Since it helps work on groups, plus teamed up with my fire at will on beams. For single targets, my cruisers are more a beam boat. So I just turn and beam them to death.
Now if I can do both, I then add high yield to help work on single targets.

Torp Spread never misses.
