Doff totally stuck

Hi, i got a problem with a blue Doff, as stated in the title 
It is totally stuck, i can't assign him in any mission, can't assign to active duty, can't send via mail, can't sell in the exchange, can't use it in reassign doff mission in academy, can't even dismiss it, it's a doff slot lost...
ohh.. and it's not bound as you can see in the pic above...
i waited for some months, in the hope that with a patch or something it will get reset in some way, but nothing, now it is just annoying that he took a doff slot for no use at all... any idea? someone had same issue maybe?

Unfortunately there's no known workaround and no eta of a fix.
