hello forum, this winter event i decided to take the chel grett since i have been playing since the summer and i didn't like that much the plesh brek being more tactical. so i have been working on a build at sto academy for some time now and i want you to tell me your thoughts about it. also i am a fed engineer.

this build, i know it's very expensive but it isn't something i will do right now cause i haven't even started the romulan rep and i don't have the dil or the boff slots yet, so this is a long term build, i don't want to spend much ec on TRIBBLE stuff just to take it for a spin, die a lot and then leave it in drydock forever.
before we start don't tell me that i am yet another player who asks help on a build that many use and abuse because i don't have many ships and i want to explore many different builds and this will be the only one i hope with this type of build

so let me explain my reasoning for the build.
i want it to be mainly a broadsider and when there are many small npcs i will punch faw to take care of them, i don't intend it to be always relying on faw hitting everything from the start of the game till the end of it drawing aggro from everyone and die repeatedly. so i put the faw as an option and the attack patterns to help me maximize the damage when needed.
now many of you when you see my build will say why breen set ? are you TRIBBLE ? this is the worst set etc etc. well i have my reason for putting it and it isn't for role playing. as you can see from the boff abilities and it's capabilities this ship is very limited on the engineering section with a lt eng you don't have many choises for healing. some could say use the ensign uni, well i prefer to use the PH1 because if i draw aggro from a cube and it fires one of it's ridiculous visible or not torpedoes and it catches me with a tractor beam then i am screwed so i use PH1 to be immune to tractor beams and with evasive maneuvers i can get the hell out of it's range to heal.
now the reason why i have the 3pc breen set and the power siphon ability, well from the 4 hull and shield healing abilities i have the three if i am not mistaken use auxiliary to heal, so the more auxiliary the better. that's why using the 2 siphon abilities with the eps power transfer and miracle worker i can maximize my healing. now the warp core i think that would be the best, but i don't know well enough the fleet stuff and their modifiers.
now for consoles i use these 2 universal because they raise the crth and ctrd, enginnering i use the reall modifier to be able to take more hits unless there are diminishing returns etc so please help me then, science i use these for the shield cap and these modifiers for the plasma boost and the -th because it isn't a tank, as for the tactical consoles i am thinking 3 crth and 1 crtd, i don't know, if anyone knows better the math about the damage the percentages etc please advise, as for the breen dissipator it's in the bank because i don't think it would fit in this build.
ps i know many of you will say get the plasmonic leech well the cap is for the moment 10 mil and even if i bought the 1 bil cap it's too damn expensive (around 15-16 mil i think) for me. also if anyone would be kind enough to tell me what doffs i should use because i know nothing about them and how to purchase the 6th doff slot and lastly i have a question about the skills. the fleet i am in is t5 sb and t5 science so the skill retrainer should work, well when i speak to him he says that we need to reach higher sb tier, what an i doing wrong ?

I may be missing something, but I cycled through the Embassy consoles and they don't seem to include either Field Generators or Shield Emitter Amplifiers... the available Embassy Emitter Arrays aren't bad, mostly for the procs, though. You might consider swapping in Flow Capacitors to boost the Siphons (and Leech if you eventually go for the investment).
If the main reason for the Siphons is healing, though, I'd suggest simply keeping Aux Batteries equipped and using those right before tossing out a heal. Using a MACO shield would get you some extra power in place of the Plasmonic Leech, especially paired with EPS Maniford Efficiency and cycling EP2x, and if you don't have any investment in Flow Capacitors within your skill tree (not filled out in your link) it might even be more worthwhile than the Breen for the additional Siphon. If you don't have the Siphons or Leech, you won't need either the Flow Capacitor consoles or any investment in the Flow Capacitors skill... opening up other options entirely. If you can fill out the skill tree we can better optimize your powers around your skillset.
Oh, and as previously suggested, swapping an aft beam array for a Kinetic Cutting Beam is well worth it for the proc as well, since you already have the Assimilated Module.
