Science Plasma Console bug

I noticed today with the Console - Science - Emitter Array Mk XI [-Th] [Pla], in conjunction with plasma damage, is not giving the proper buff. It is supposed to be 9% to plasma energy weapon damage, though currently it is only giving a 2.5% buff to plasma damage.
