It is well past time for the KDF BOPs to get 12 BOFF slots instead of 11. In the original system of STO's release where Universal BOFF stations were unheard of outside of the Bird of Prey, it was fine.

These ships reap the benefit of high customization without sacrificing any characteristics whatsoever. There are ships that have powerful Commander Universal Stations (Recluse). There are are a number of ships with Ens & Lt level Universals. There are a very good number of LtCdr universals. They all offer great degrees of customization, yet again, they sacrifice absolutely nothing.
You now have the Breen Raider, which has full 12 BOFF slots, and 8 of those are all Universal and it "only" has a Cmdr TAC as a fixed station.
You have the Temporal Ships which have LtCdr & Lt Universal Stations, very powerful indeed in customization.
Yet again, none of these ships sacrifice anything for these options.
As for the KDF Fleet Norgh that has currently 12, it still suffers in that it only keeps 9 Console Slots despite being a Fleet Ship.

don't forget that the Breen Raider have 5 Boffs stations and that can exploit a extra boff space trait while KDF Raiders have only 4 boff station at this moment and can't even use an extra space trait... the ''Battle Cloak'' excuse is long over since the BoP having exclusive ''Battle Cloak era'' is long gone with the introduction of Romulan Warbirds also like the Breen Raider have 5 Boff Station but also having a Battle Cloak and also having what u say atleast 1 or 2 boff universal stations
What if they made things really interesting and kept the diminished boff capacity but added a Universal console slot to BoPs? Maybe give the T5 BoPs 3 of each console plus a Universal console slot, with Fleet versions getting a second Universal console slot... something to keep them different from other ship types. The Norgh would keep its 12 boff powers, but only have the single Universal console slot, of course. Oh, and by Universal console slot I mean a console slot that is Universal, not one that is restricted to Universal consoles.
Just a random thought, but might be interesting... I'm too tired right now to think of how well balanced that would be versus just getting that Ensign seat, but at least it would still be different from anything else.
With each passing day I wonder if I stepped into an alternate reality. The Cubs win the world series. Donald Trump is President. Britain leaves the EU. STO gets a dedicated PvP season. Engineers are "out of control" in STO.
Cryptic seems unaware of how much of a disadvantage one fewer BOff slot and one less BOff ability (which will be one of the highest since they remove from the top) is.
It makes the ships useless and consequently unusued in the end-game.
Adding a 1-skill Uni BOff station or bumping one up from 2 to 3 skills might solve these issues.

I can live with one BO less. That wouldnt be a problem. But BoPs got more handicaps: 6 weapons, low hull, low shields. And tomake it worse, their BC is a 5sec buff, while Romulan ships like Tvaro,Arkif and Mogai, geht good hull, normal shields, and BC with Infiltrator-Trait. Plus one weapon more. So the only thing the BoP has is speed. And in pve, that is nothing. So BoPs only have handicaps - even with flanking- while other ships get the whole package.
Totally boosting the BoPs to compete with the current OP-ness is the wrong path. If the only solution to an OP ship is to make more OP ships the game is irrevocably broken. They DO need some love, but what is really killing them is the BS NPCs doing instant hull damage in spikes so large it will 1-shot a BoP, track them while cloaked, fire when cloaked, bring them out of cloak then 1-shot fire on them and kill them.
Cryptic's massive power creep and massive direct-hull spike damage out the freakin wazoo has killed BoPs almost completely. Used to see them quite regularly in STFs before LoR. They were a staple of the end-game diet. Now they're almost entirely gone.
I think that, without going so far as to make them OP, their dated age and design warrants a few new BoPs that have more consoles, hulls, EBCs (entire ROM faction has them now, can't just limit it to the B'rel for KDF anymore), and boff slots. In moderation, though. Say, a 12-boff-slot bop with 10 consoles and more than 28k hull... Hell the Brek raider has just about 30K hull and 12 boff slots and is what every KDF would dream of having as a BoP -- if it looked more KDF and had a battlecloak, that is.

The game is broken already. Just look at the progression in lock boxes and c store ships. Heck the bulwark can now battlecloak and players have invincible shield with built in FBP. Wake up.

The only reason to keep playing the game WHEN it is this hopeless is the faint sliver of hope that it can be FIXED. To that end, making the BoPs into the mega-OPness of the recent stuff is like throwing the baby out with the bathwater.
Yes, they need a bit of a boost, but only because they are so antiquated as far as ship lines go. Sci ships need some tweaks, too. However, any tweaks and upgrades must be made in line with an "ideal balance" in mind. IF the game were working properly and balanced, how would these ships fit into, and that sort of thing.
Because IF we hold out any hope of a fix in the future, we must minimize the damage we have NOW, so that LATER the fix is speedier and more efficient.
IF we hold out hope, we must reign in the damage being done. Otherwise, we have no hope left -- and why bother playing the game at all?
BoPs are raiders and they will get the new flanking bonus soon; AFAIK Cryptic also said they will get some other minor buffs. Let's wait and see what happens.
