This has happened twice today, and I think I've spotted how to replicate it.
Item:
C-store Projected Singularity console on the D'deridex Warbird
Bug:
When fired the singularity will move and act as normal, however up reaching the termination point the singularity will remain far beyond its detonation time, and continue to attract nearby ships.
Replicating:
1) Fire at a large fixed structure. I've used the Borg gateway in Infected space.
If you fire the power from a point about 30-45 degree's off the short edges (east/west if the side facing spawn is North) at about 7Km.
2) The Singularity will travel in a straight line as normal, until it reaches the edge of the structure, then will be deflected to the side, and travel along the side of the entity until its reached its maximum distance travelled.
3) the Singularity will not detonate when it should. It will remain there attracting ships until the structure is destroyed.
4) Once the structure, and its wreckage has vanished the singularity will explode.
Long version:
I've run Infected space, on elite twice this morning and its happened both times. First time I thought it was a graphical hiccup.
However the second time it seemed to be attracting Nannite spheres as well. I don't think anyone chucked down a gravity well, the team wasn't that organised, and I appeared to be the only one with a crowd control power, plus most of the others were on respawn cool down.
Update:
Just fired it off again, and everything worked as advertised.
It appears you have to fire it at the rear of the gate (the side with the swirly effect), be 45 degree's off and aim the shot at the nearest solid part of the gate.
I was mashing Screen shot while it was happening, but it doesn't seem like STO records its screen shots. If they do can anyone point me towards the appropriate folder? Because when I opened the STO Screen shots folder there were none there.
Maybe i fail to understand the problem. It fires straight out from the front of your ship. It flies 8km then explodes. Then after 6 seconds it explodes again. If there were ships it would have dragged the ships with it. However you shot it towards a structure that is unmovable. And it can't go straight or it would hit the structure. So it veers around the structure and continues on until it's traveled it's 8km. Then it explodes and after 6 seconds it explodes again.
It seems to be doing as intended unless i'm missing something here. Except for it not exploding as stated in your first post. But i don't know how long that was.

Because its never deviated before. Take an earlier game where I fired it at the front of the structure. It flew up to it, and stayed where it was before exploding. In one freak game I fired it and it hit an asteroid. It remained where it was with its forward momentum blocked and then exploded.
I think it stems from a long-standing bug with very large objects and heavy torpedoes, where if you fire them at the right angles, instead of the torpedoes detonating upon impact, they travel up the side of the model (or around it) before detonating at a farther hardpoint.
I'm guessing that the singularity has a scripted detonation that isn't triggering because the expected hardpoint (where it initially flies to) is never hit.

And this is a new one, then moves straight up:

Then fails to explode, and vanishes:
