I have been using this for a while now and have noticed that at first no visual effect seems to have happened. As thing progressed though it seemed to be that it was not doing anything at all.
Confirmed this by attacking various targets (Both single and group) at various ranges down to under 1 km, and then checking the combat logs. In every case there was absolutely no mention of any damage or other effects from the tetryon cascade. Visual observation of the target's icon and display show nothing as well.
