Missing Respect Traits?

So my Rommie Tac VA has only 1 Respec Token left. I purchased 2 traits for her and repecced only 2x IIRC.
1 (currently available token) - 2 (Respec tokens used) + 2 (purchased traits) = 1 (original number of respec tokens granted toon)
Ok let's say I'm in error and respecced 3x then = 2 (number of respec tokens originally granted)
My old Alien Engi VA has 7 Respec Tokens available. I may have respecced him once, and purchased two traits for him.
7 - 1 + 2 = 8
Ok say 7 in case I respecced twice, although I doubt that.
Was there a lower limit of trait respec tokens for LOR and later created toons? Does anyone else have this situation? 1 vs 7, that's a big difference. Perhaps I skipped some missions? Maybe my Alien Engi VA should have less?
