A bug is a programming error that causes a program to behave in an incorrect way.
A correctly functioning design that doesn't align with the way you think it should isn't a bug.
Furthermore, all your suggested "correction" to this "bug" would do is drive the value of all the consoles down by flooding the market with non-greens, which would be self-defeating.
With all the fleet consoles available, they should be flooding the market to help drive down the prices even further.

That's really subjective matter. Traps can be intentional or unintentional. When they're unintentional they're bugs. People have said that they think NADORC has been left behind by changes to the game. That indicates a bug, not a feature. A mechanism that once served its intended purpose no longer does.
There is no way to know whether or not the devs want NADORC to be a trap to the extent it is, but what is pretty clear is that there is a tremendous imbalance in terms of purple console value and also that NADORC's value has changed quite a lot.
If you look at interface design bugs you'll find that many of them are about user experience -- they are precisely about aligning functionality with what users want/expect/need. Check out Firefox's bug system categorization if you like. You'll see what I'm talking about, along with relevant design principle statements.

The market is way down for a lot of purple consoles, which isn't "self-defeating"? Your objection doesn't make sense given the point I made about a particle trace being worth more than a purple console from NADORC.
