Team Invite Bug

Whenever someone who isn't at my Friends list tries to invite me to team, they keep getting message that I am "ignoring team invites", even though I've set privacy settings to allow anyone to invite me to team, looking for team mode to "allow team invites", used /unhide to make sure I'm visible and I've set team join mode to "prompt on creation"... And yet people are still unable to invite me to private teams.
