The assignment "Holodeck close combat training against Voth infantry" obtained in the allied zone of the sphere requires Tactical doffs for its first two slots, and gives a bonus to success for Assault Squad Officers. But Assault are Security, not Tactical, making it impossible to meet the desired package for this assignment.
