Find a target. Activate FAW follwed by some ability such as APB then fire ensuring that FAW enabled beams are the first thing to hit the target. You will see that no on hit effects such as plasma burn, APB or plasmonic leech will be applied. However if you use phasers, the effects are applied correctly.
So after a fascinating intervention by the devs to fix the "oh so horribly broken" Fire At Will, now it doesn't apply any procs (including, but not limited to: Tetryon glider, Leech, plasma burns, Omega Weapon amplifier, Omega T4 rep amplifier, Nukara T2 passive, Attack pattern beta, disruptor proc, etc.) with any energy type, except Phasers.
Depressing, but not surprising given Cryptic's history of making changes to FAW and general lack of proper internal testing.
Oh well, I'm sure it will be fixed in a patch or two assuming someone actually manages to get a dev's attention.
Getting dev attention with the Winter event as broken as it is right now? No chance, I'd suggest stock up on Phaser beams now if you want to keep using FAW on a long term basis.

Lol, that explains the PvP I entered. All ships were spewing FAW and my shields held steady fine. It was hillarious.
Infact, i wondered why the damage compensated by the presence of the crit did not seem like enough.. incredible, fix one thing to break a lot...

I tested fire at will on 2 different ships. Here's my results during a Fire at Will.
Romulan Tactical with 7 disruptor beams
Attack Pattern Beta did NOT proc during Fire at Will III
Disruptor debuff did NOT proc during Fire at Will III
Plasma Fire from Sci Console did NOT proc during Fire at Will III
Leech console did NOT proc during Fire at Will III
Human Engineer with 1 Experimental Rom Beam, 6 Rom Beams and 1 Cutting beam
Attack Pattern Beta did Not proc during Fire at Will II
Disruptor debuff did NOT proc during Fire at Will II
Plasma Fire from Sci Console did NOT proc during Fire at Will II
Leech console did NOT proc during Fire at Will II
Conclusion-Procs are not working during a Fire at Will II and III for the Beam array weapons tested above.
However crit hit and crit severity were both working.
DMG modifier still DOES NOT work when using Fire at Will I, II or III.
ACC modifier still DOES NOT work when using Fire at Will I, II or III.
I'm still missing stationary ships during a Fire at Will with 25% accuracy vs ship sizes from dreadnoughts to any and all sizes.
Nice comment, especially since Scimitars, Avengers and co dont really care about it -its more a annyoance for them. The ones who are damaged by it are normal cruisers like Odyssey or Galaxy, which didnt do that much dps in the first place.

One of the things I'm responsible for is testing new software before it makes it into production, and I'd have been fired long ago if I had this kind of failure rating.

I'm glad this thread was made. I can confirm that the crits are fixed but the rest are broke. Noticed something funny on my Scimi, my only faw ship, yesterday. And had a chance to test it just now and was going to post but you guys beat me to it by almost 24 hours lol.

I'm not even sure if crit severity is working during fire at will. I just did a fleet defense. My beams during normal firing were hitting for 4k and critting for 8k. During a FAW3 they were hitting for 4k and critting for 4k. Sample size was 5,871 hits. I don't believe anything is working correctly for fire at will. Sure we can crit now. But even that seems lower then it should be.

replicate: Activate FAW, shoot something.
work around: shooting enemy first to trigger Plasmonic Leech then activate FAW.
Issue #2: FAW is only getting base crit chance (+ weapon critH) with FAW. Accuracy overflow is not being converted into critH while FAW is active.
Tested with:
