Tailor bug

So I went to the tailor on Earth spacedock. It allowed me to update my costume - I have seven or eight I think - once and then when I tried to again (I also tried to change my bridge officer costume) - when I went to purchase and complete the change I got the message "cannot change costume here"

What gives?
