Dyson Joint Command Rep not unlocking

So I logged in to one of my aults for the first time today. I noticed that her Dyson Rep had no available projects to chose from. The only projects I can do is the turn in marks. And that only give me 5 DJ rep.

    !3 toons....6 of them can use the dyson reputation upgrades


    the rest cannot......they can use the turn in for dilithium options though
